On the surface, Russian President Vladimir Putin projects calm and strength, as was evident as he hosted a Victory Day parade in Moscow\u2019s Red Square with China\u2019s leader in attendance. He touted the benefits of the Russia-China partnership, and said<\/a>\u200e in a recent interview that \u201cwe have enough strength to bring what was started in 2022 to a logical conclusion.\u201d But behind the optics, Russia is deep into the fourth year of a war it expected to win in weeks. Drones now strike Moscow<\/a> regularly, and the assassination of Russian generals has become almost routine. Meanwhile, Ukraine\u2019s President Volodymyr Zelensky was recently spotted strolling<\/a> through Kyiv\u2019s city center, taking photos with civilians.<\/p>

The deaths of Russian generals<\/strong><\/p>

On April 25, a car bomb in Moscow killed<\/a> Yaroslav Moskalik, a high-ranking Russian general and deputy chief of the General Staff\u2019s main operations directorate. Far from a peripheral figure, Moskalik played a central role in Russia\u2019s war planning and personally briefed<\/a> Putin on developments in Ukraine.<\/p>

Ukraine\u2019s Security Service (SBU) and the Defense Ministry\u2019s intelligence agency (HUR) have actively targeted Russian officers implicated in war crimes, as well as collaborators in the Russian-occupied territories in Ukraine.<\/p>

Lieutenant General Igor Kirillov<\/a>, head of Russia\u2019s nuclear, biological, and chemical defense forces, was killed in Moscow in December 2024, just one day after the SBU charged him in absentia. According to Ukrainian authorities, more than 4,800 instances of Russian chemical munitions use have been documented under Kirillov\u2019s command since February 2022. One SBU official labeled<\/a> Kirillov was a \u201cwar criminal\u201d who \u201cgave orders to use banned chemical weapons against the Ukrainian military,\u201d warning that \u201cSuch an inglorious end awaits all who kill Ukrainians.\u201d<\/p>

Retired U.S. Lieutenant Colonel Alexander Vindman pointed out that the killing of Kirillov served as a message<\/a> \u044f\u043a \u041c\u043e\u0441\u043a\u0432\u0456, \u0442\u0430\u043a \u0456 \u0412\u0430\u0448\u0438\u043d\u0433\u0442\u043e\u043d\u0443 \u043f\u0440\u043e \u0442\u0435, \u0449\u043e \u0423\u043a\u0440\u0430\u0457\u043d\u0430 \u043f\u0440\u043e\u0434\u043e\u0432\u0436\u0438\u0442\u044c \u0431\u043e\u0440\u043e\u0442\u044c\u0431\u0443 \u0443\u0441\u0456\u043c\u0430 \u0434\u043e\u0441\u0442\u0443\u043f\u043d\u0438\u043c\u0438 \u0437\u0430\u0441\u043e\u0431\u0430\u043c\u0438 \u0443 \u0432\u0456\u0439\u043d\u0456 \u0437\u0430 \u0441\u0432\u043e\u0454 \u0456\u0441\u043d\u0443\u0432\u0430\u043d\u043d\u044f.<\/p>

Unable to stop Ukraine\u2019s intelligence services, the Kremlin is forced to pretend everything is business as usual, showing that it has no real red lines. Russian intelligence<\/a> to both Moscow and Washington that Ukraine will continue fighting by all available means in its existential war.<\/p>

Beyond the generals, Kyiv has eliminated<\/a> dozens of high-profile figures involved in war crimes or atrocities against the country. This campaign predates the full-scale invasion; Ukrainian intelligence has been targeting<\/a> Russian-backed militants in the occupied territories since Russia\u2019s initial invasion in 2014.<\/p>

The view from Washington<\/strong><\/p>

U.S. officials are often uncomfortable with Ukraine\u2019s actions. During the Obama administration, Ukraine\u2019s intelligence services carried out a covert operation in occupied Crimea in 2016 that resulted in a firefight and the deaths of several Russian soldiers. One of the operatives involved was Kyrylo Budanov,<\/a> now head of Ukraine\u2019s military intelligence agency, HUR, who has since survived<\/a> at least ten Russian assassination attempts.<\/p>

The operation sparked backlash in Washington, where President Obama was deeply concerned about provoking escalation with Moscow. Then\u2013Vice President Joe Biden warned<\/a> Ukraine\u2019s president that \u201cit cannot come close to happening again.\u201d Putin also warned<\/a>, \u201cWe obviously will not let such things slide by.\u201d<\/p>

That same risk-averse mindset was often evident under President Biden, with U.S. officials at times paralyzed by fears of crossing Kremlin \u201cred lines.\u201d In response, Ukraine has taken matters into its own hands \u2013 showing that Russia\u2019s so-called red lines can be crossed without triggering the consequences so many in the West still fear.<\/p>

\u201cClearly, they\u2019ve been effective in terms of tactical outcomes, many of the missions have succeeded, including high-profile assassinations beyond Ukraine's borders,\u201d said Oleksandra Ustinova, a Ukrainian member of parliament. She noted that assassinations of alleged Russian war criminals have provided an important psychological boost for many Ukrainians.<\/p>

\u201cThey\u2019ve also shown the West that Ukraine\u2019s capabilities go far beyond what we\u2019ve traditionally been credited with,\u201d said Ustinova. \u201cEven if they deliver smaller-scale successes, they still play a vital role in the broader campaign.\u201d<\/p>

According to Ustinova, the goal is to expose cracks and vulnerabilities within Russia\u2019s security and political structures, including both its military apparatus and its leadership. \u201cUltimately, all wars end with political decisions,\u201d she said. \u201cMilitary success shapes the political landscape, making it increasingly untenable for the aggressor to continue its campaign. That\u2019s the broader strategic objective behind these operations.\u201d<\/p>

Kyiv believes that despite the West\u2019s cautious approach, the idea that Russia will automatically escalate if Ukraine strikes inside Russian territory or even hits Moscow has been repeatedly disproved. \u201cThese assassinations help demonstrate that.\u201d<\/p>

Serhii Kuzan, chair of the Ukrainian Security and Cooperation Center and former adviser to Ukraine\u2019s Ministry of Defense, pointed out that Ukraine isn\u2019t just hunting down Russians across Russia, but around the world. In July 2024, Tuareg insurgents ambushed<\/a> Russian Wagner troops and Malian soldiers, killing 84 Wagner fighters and 47 Malian troops.<\/p>

The BBC reported<\/a>\u200e that Ukrainian special forces had trained the separatists in the use of attack drones and provided intelligence to plan the strike. The Kremlin was rattled. Russian Foreign Ministry spokeswoman Maria Zakharova said<\/a>, \u201cUnable to defeat Russia on the battlefield, the criminal regime of Volodymyr Zelensky has opened a second front in Africa.\u201d<\/p>

\u201cIt appears that the insurgents received advance information and all necessary support to conduct a military operation against the Russian mercenaries,\u201d said Kuzan. \u201cHowever, there is no confirmed evidence that Ukraine was involved.\u201d Ukrainian intelligence, he said, had reported as much.<\/p>

\u201cStill, it\u2019s worth noting that among the Russian mercenaries killed were many criminals who had fought in Eastern Ukraine, including as far back as 2014,\u201d said Kuzan.<\/p>

Ukraine\u2019s global pursuit of Russian targets often draws comparisons to Israel\u2019s Mossad, and Ukrainian officials make no effort to downplay the parallel. \"If you're asking about Mossad as being famous (for) ... eliminating enemies of their state, then we were doing it and we will be doing it. We don't need to create anything because it already exists,\" said Budanov.<\/p>

According reported<\/a> that Russia\u2019s security services tightly control every aspect of Putin\u2019s life, including testing all his meals for poison with a portable lab. Even with personal chefs and transported groceries, a special team of officers still inspects every dish before he eats.<\/p>

During a March visit to Murmansk, Russian President Vladimir Putin\u2019s security concerns were on full display as Federal Protective Service officers were seen physically searching each honor guard soldier for hidden weapons or explosives before a wreath-laying ceremony, despite the guards carrying unloaded ceremonial rifles. Only a few days later, one of his presidential limousines caught fire<\/a> in Moscow.<\/p>

Even propagandists loyal to Putin are getting nervous. One of them, Zakhar Prilepin, warned<\/a>recently that Ukraine will continue eliminating traitors and war criminals even after a peace deal is signed. In his view, the war against Ukraine must be fought to a \u201cvictorious end.\u201d Other propagandists have shown visible signs of unease<\/a> on TV, upon learning about Ukraine\u2019s assassination campaign.<\/p>

Few countries understand Russia better than Ukraine, which has been resisting Kremlin aggression for years. Much of the West\u2019s conventional thinking about Moscow is outdated. Ukraine is now bringing the war to the Kremlin\u2019s doorstep, and Western officials would be wise to take note.<\/p>
