Peace Talks on Ukraine, Patriot Supplies, and Trump’s Contacts with Putin

New statements have emerged in the U.S. regarding a potential end to Russia’s war against Ukraine and the prospects for resuming negotiations between the parties. Meanwhile, Volodymyr Zelenskyy has warned of a possible intensification of Russian ballistic missile attacks, citing constraints on the supply of interceptor missiles for Patriot air defense systems. Separately, European leaders have raised the issue of Europe’s defense autonomy and its reliance on American military technology.

Vance Claims Ukraine and Russia Have Agreed to Resume Talks

U.S. Vice President J.D. Vance stated, that Ukraine and Russia have agreed to return to the negotiating table; however, significant disagreements remain between the sides regarding the terms of a potential peace deal. According to him, these divergent positions are the primary obstacle to reaching an agreement to end the war. Vance noted that Steve Witkoff—the special envoy appointed by the U.S. President to assist in reviving the negotiation process—remains optimistic. At the same time, the Vice President emphasized that the U.S. administration continues to work toward achieving peace, though the process remains complex.

Vance also commented on Ukraine’s use of the Starlink satellite communication system. He argued that the core issue lies not in the actions of SpaceX owner Elon Musk, but rather in U.S. policy toward Ukraine and Russia. In the Vice President’s view, a private company should not unilaterally determine its own role in the war without clear guidance from the American authorities. Vance also criticized European countries for exerting regulatory pressure on American technology companies—specifically SpaceX—while simultaneously turning to them for assistance. According to him, this highlights Europe’s dependence on American technology, business, and military support.

Zelenskyy Warns of Intensified Russian Ballistic Attacks Amid Reduced Supply of Patriot Missiles

President of Ukraine Volodymyr Zelensky stated, that Russia could intensify ballistic missile attacks as the supply of American interceptor missiles for Patriot air defense systems dwindles. He made these remarks to journalists ahead of a meeting with Finnish Prime Minister Petteri Orpo. The President noted that the reduction in the supply of interceptors creates additional risks for Ukraine’s defense against Russian strikes.

"The Americans have reduced supplies, and they [the Russians] are going to ramp up ballistic attacks. It is very clear what they are doing," Zelenskyy said.

The President also explained that European partners cannot independently transfer Patriot missiles to Ukraine without approval from the United States. He noted that this limits the ability of European countries to compensate for the shortfall in American supplies. Zelenskyy pointed out that the majority of U.S. interceptor missiles are currently being directed to the Middle East. At the same time, he expressed hope for a constructive dialogue with the American side—specifically with Secretary of State Marco Rubio—regarding the provision of necessary ammunition to Ukraine.

First Tanker Carrying Russian Diesel Heads to the U.S. Following Agreement Between Trump and Putin

A Malta-flagged tanker carrying 40,000 tons of Russian diesel fuel is en route to New York, following an agreement between U.S. President Donald Trump and Kremlin leader Vladimir Putin. According to data from the London Stock Exchange Group (LSEG), the vessel Agioi Fanendes was loaded on October 22 at the Russian Baltic port of Primorsk. It is transporting ultra-low-sulfur diesel. The tanker is expected to arrive in the United States on November 7.

This shipment comes amid a shift in the export destinations for Russian petroleum products following the imposition of restrictions by the European Union. In February 2023, a full EU embargo on the import of Russian petroleum products—implemented in response to Russia’s war against Ukraine—came into effect. Since then, Russia has primarily exported diesel fuel to Brazil, Turkey, and various African nations. Last week, additional consignments of diesel were also loaded for export at the port of Primorsk, though their final destinations remain unknown. Identified routes included Gibraltar, the Atlantic coast, and the Egyptian port of Port Said.

Czech President States That Europe Is Unprepared for Military Aggression and Remains Dependent on the US

Czech President Petr Pavel has stated that European nations are currently not prepared to independently withstand a potential military attack. He stated this during a panel discussion at the Berlin Global Dialogue. According to Pavel, Europe is better prepared to counter hybrid threats; however, its procedures and response systems are largely designed for peacetime. He emphasized that European states need to develop their own defense capabilities and be prepared to act independently, while maintaining cooperation with the United States.

Pavel noted that for decades, Europe has relied on American capabilities in the areas of strategic communications, military transport, logistics, and target acquisition. According to him, European nations still lack a fully-fledged alternative to the satellite services provided by the American company SpaceX—a gap that also affects the capacity to provide military aid to Ukraine. Furthermore, the Czech President urged a shift in how Russian provocations—specifically the incursions of aircraft and drones into airspace—are handled.

"Russia is provoking us consciously and deliberately, sending aircraft and drones into our airspace, banking on us to react as we always do: by discussing the matter and expressing concern, but taking no action," he stated.

At the same time, Pavel cautioned against the automatic use of force in every instance of a border violation, emphasizing the need to distinguish between intentional acts and technical malfunctions or human error.

Trump Claims End to Russia’s War Against Ukraine Is Closer Than Ever

US President Donald Trump stated, that the end of Russia’s war against Ukraine might be closer than ever before. He made these remarks in the context of U.S. Special Envoy Steve Witkoff’s visit to Russia on October 21. Trump mentioned that he had recently spoken with Putin regarding an end to the war.

"I spoke with Vladimir Putin the other day—I’ve mentioned this before—about ending his war with Ukraine; I believe we are getting closer to that." "By the way, perhaps we are closer to this now than ever before," the American president stated.

Trump also commented on the release of U.S. citizen Stephen Hubbard from a Russian prison, which took place on October 21. According to the American president, he personally asked Putin to release the man, and Putin agreed.

"The man could have spent 25 or 40 years there. We greatly appreciate that we managed to get him back. And we didn't give anything in return—which is very rare. We never give anything in return," Trump said.

In October 2024, a Moscow court sentenced 72-year-old Hubbard to six years and ten months in a general-regime penal colony on charges of acting as a mercenary, and ordered the confiscation of approximately $3,400. The American president also addressed remarks by Witkoff, who called Putin a "humanist," noting that this referred specifically to the release of a man who had believed he would spend the rest of his life in prison.
