Ukraine at the Center of World Decisions: Europe and the United States Rethink the Rules of the Game – From Trade to Sanctions

The European Union is offering Washington a large-scale, updated format for a trade agreement focused on reducing tariffs on goods and market access. At the same time, the Nordic countries and the Baltics are investing in strengthening Ukraine’s defense, and the United States is increasing sanctions pressure on Russia. But a high-profile corruption scandal in the Ukrainian energy sector is forcing the EU to take a closer look at Kyiv, demanding reforms and transparency. Meanwhile, the American administration is preparing the deportation of Ukrainians, which creates a new irritant in the dialogue between Kyiv and Washington.

The EU is offering the United States a new trade partnership plan

The European Union is preparing an updated plan for implementing the trade agreement with the United States concluded in the summer, Bloombergreports. The document provides for five key areas of cooperation: reducing tariffs, improving market access, standardizing digital trade, eliminating technical barriers, and creating a joint economic working group. 

Particular attention is paid to the issues of the steel and aluminum industries, which are still subject to a 50% tariff. Brussels is seeking to introduce quotas so that some of Europe’s exports fall under preferential tariffs.

In addition to tariffs, the plan also covers investment controls, government procurement and the supply of critical raw materials. It is expected to be presented during a meeting between European Commissioner Maroš Šefčovič and US Commerce Secretary Howard Lutnik on November 24 in Brussels. 

European countries also promise to adhere to agreements on purchases of LNG and microchips from the US, reached earlier as part of the energy agreement.

Northern Europe and the Baltics allocate $500 million for weapons for Ukraine

The defense ministers of seven Nordic and Baltic countries, as well as the foreign minister of Iceland announced joint financing of the “Priority Needs List of Ukraine” (PURL) initiative. The total contribution will be $500 million, which will go towards the purchase of critical weapons from the United States.

As noted in the joint statement, this decision is designed to strengthen Ukraine’s defense capabilities and demonstrate a joint response to the long-term threat from Russia.

The participating countries emphasized that Ukraine’s security is an integral part of Europe’s security. They also pledged to continue to provide long-term support – both in the form of weapons and through the development of the defense industry. 

Recall that the PURL initiative allows countries to finance the purchase of American weapons according to an agreed list of Ukrainian needs, which ensures transparency and effectiveness of assistance.

The United States insists that sanctions against Russia must be effective

U.S. Secretary of State Marco Rubio said, that Washington is not introducing sanctions “for show,” but seeks their real impact. After the G7 meeting in Canada, he stressed that the restrictions on Russian oil companies must be fully effective, although this will take time. Rubio also noted that the pressure mechanism includes combating the “shadow fleet” – ships that circumvent sanctions – and that European countries should be more actively involved in this process.

Washington believes that the effectiveness of sanctions is key to deterring the Kremlin. The United States has already imposed restrictions on Rosneft and Lukoil, which, according to experts, has significantly reduced seaborne oil exports. The American administration is calling on allies to coordinate their actions to block the ways in which sanctions are circumvented and prevent their influence on the Russian economy from weakening.

Energy corruption scandal raises EU concerns over Ukraine aid

Media reported, that the energy corruption scandal that has engulfed the government of Ukrainian President Volodymyr Zelensky is casting an ominous shadow over European countries’ plans to send a large influx of money to Ukraine and over Kyiv’s bid to join the European Union. Brussels is closely monitoring developments and is urging Kyiv to strengthen independent anti-corruption bodies.

Despite this, the EU acknowledges that the fact of exposing the scheme demonstrates the capacity of Ukrainian law enforcement agencies. The European Commission emphasizes that there is no evidence of misuse of European funds yet. However, the timing of the scandal is extremely unfortunate – precisely when Ukraine is requesting new financial assistance and preparing for negotiations on joining the EU. European partners are demanding that Kyiv ensure transparency in public procurement and prove real results in the fight against corruption.

Recall that, according to the investigation, officials from Energoatom received multimillion-dollar kickback payments from contracts for the construction of protective energy facilities. Because of this, several ministers resigned, and one of the defendants, businessman Timur Mindych from the close circle of President Volodymyr Zelensky, secretly left Ukraine. 

Trump administration prepares to deport Ukrainians from the USA

American media reports that the Donald Trump administration plans to deport several dozen Ukrainian citizens, despite the ongoing war. 

According to The Washington Post, about 80 people could be deported, including Roman Surovtsev, who has a current court order for deportation. The Ukrainian Embassy in Washington confirmed that these are people who have violated US immigration law and that the US side is preparing logistical routes through Poland.

Lawyers for some of the detainees say that deportation to a country at war violates international norms and poses a real threat to people's lives. They fear that upon their return, these citizens may be mobilized into the army or subjected to persecution. 

The US Department of Homeland Security emphasizes that each person went through all the necessary procedures and received a proper trial. 

If these deportations do indeed take place, this will be the largest case of forced eviction in recent years.
