Guidelines of War and Peace: The U.S. Sets New Conditions for Supporting Ukraine

Against the backdrop of new russian missile strikes on Ukrainian cities and dozens of drones shot down, Washington is intensifying political pressure on the negotiation process. Donald Trump and key U.S. officials are speaking about a possible change in the approach to the war, while the Ukrainian government presents a joint investment fund with the U.S. and dispels rumors about a “debt for aid.” Europe, particularly Italy, is calling for a just peace, but the deadline for dialogue is becoming increasingly strict.

On the night of April 19, russia launched a massive attack on Ukraine, firing eight missiles and 87 drones. Five regions were damaged, and six people were injured. Ukrainian air defense forces shot down 33 drones and redirected another 36 using electronic warfare systems.

Trump threatens to halt peace talks

US President Donald Trump said that the U.S. may suspend peace talks between Ukraine and russia if there is no progress soon. He noted that the U.S. could “walk away” from helping to end the war if the parties do not show willingness to compromise. This marks a shift in Trump’s position, who previously promised to end the war within 24 hours of taking office.

Ukraine-U.S. joint fund to invest in natural resources and infrastructure — Kachka

The upcoming Ukrainian-American investment fund will be authorized to invest not only in mineral development but also in large-scale infrastructure projects — from energy to ports. This was announced by Deputy Economy Minister Taras Kachka. According to him, the fund will function as an independent financial instrument that can freely choose areas of investment without acquiring ownership of state assets. The plan involves creating a transparent corporate structure with a clear decision-making mechanism.

No debt: Ukraine and the U.S. are not converting aid into obligations

The agreement on joint resource development between Ukraine and the U.S. does not include any references to debt obligations. As Kachka explained, it is solely about future profits from both Ukrainian and American investments. Earlier media reports suggested the possibility of formalizing a “debt,” but this was immediately denied by both sides. Technical negotiations on details are ongoing, and a U.S. response to Ukraine’s proposals on military aid is expected.

Italy and the U.S.: united for a just peace in Ukraine

Italian Prime Minister Giorgia Meloni and U.S. Vice President J.D. Vance, during a meeting in Rome, stressed the need for a just and lasting peace in Ukraine. The parties also discussed trade cooperation and the geopolitical situation. In a joint statement, they highlighted the importance of the strategic Italy-U.S. partnership in the areas of security, economy, and technology. The talks concluded with a working lunch attended by top members of the Italian government.

The U.S. is ready to “move on” if peace isn’t reached — Rubio

US Secretary of State Marco Rubio warnedthat if the parties do not find a path to end the war soon, Washington will withdraw from its mediating role. In a conversation with NATO Secretary General Mark Rutte, he stressed that U.S. efforts will not be indefinite. Rubio also stated that Ukraine and russia have received a new peace proposal. An official response is expected in the coming days. This message is part of the Trump administration’s strategy to signal a readiness to reassess its priorities in case of stalled negotiations.
