During a visit to Ukraine, Yuliia Brokdof, a representative of the U.S.-based civic organization DAWN, personally presented Ihor Taburets, Head of the Cherkasy Oblast Military Administration, with a copy of the resolution adopted by the Oregon Legislature establishing sister-region ties between Oregon and Cherkasy Oblast. The document lays the foundation for long-term cooperation in agriculture, healthcare, education, and other areas. During the talks, the sides outlined next steps for communication and practical collaboration.

“Thank you to Ihor Taburets, Head of Cherkasy Oblast — Oregon’s new sister region! It is a great honor for us to be part of this important initiative. We look forward to the next steps and joint work to build bridges and multidimensional cooperation between Oregon and Cherkasy,” Yuliia Brokdof said.

During Yuliia Brokdof’s visit to Ukraine, they held a joint meeting at which he received the copy of the resolution and, together, outlined the next steps for communication with the American side.
“Thus, our dialogue on cooperation is gaining clearer objectives. Of course, this is long-term work. Together we are laying the groundwork for future cooperation, exchange of experience, and friendly relations between our regions,” Ihor Taburets emphasized.
According to the Head of the Cherkasy Regional Military Administration, much work and many dialogue meetings still lie ahead, but a key step in the negotiations has already been taken.
He stressed that the adoption of the resolution became possible thanks to the active support of the Ukrainian community in the United States and systematic advocacy for Ukraine at the level of U.S. states.

Senate Concurrent Resolution 23 (SCR 23) is a joint resolution of the Oregon Legislature establishing official sister-region (ceremonial) ties between Oregon and Cherkasy Oblast.
The resolution was considered and adopted by the Oregon House of Representatives in May 2025. It passed both chambers — the House and the Senate — and was sent to the Governor of Oregon for final approval. Forty-five of 59 House members voted in favor.
SCR 23 provides for ceremonial partnership between Oregon and Cherkasy Oblast, affirms Oregon’s solidarity with the people of Ukraine amid Russia’s full-scale war, and calls for cooperation in economic, cultural, educational, and humanitarian fields. The document also underscores the important role of community-to-community contacts and the Ukrainian diaspora in Oregon as the basis for developing this partnership.
