U.S. Department of Homeland Security officials have ordered the suspension of a number of programs that allowed immigrants to temporarily settle in the country. The key initiative Uniting for Ukraine (U4U), which granted Ukrainians the right to enter the United States on humanitarian grounds, has been cancelled. In light of these decisions, the Ukrainian Foundation reports a significant increase in inquiries from Ukrainians concerned about the future of their status and the possibility of extending their stay in the United States.

The organization recalls that Oregon remains a Sanctuary State, which since 1987 has guaranteed the protection of immigrants and prohibits local and state authorities from cooperating with federal authorities in immigration control.
Therefore, the NGO calls on Ukrainians to be aware of their rights and actively use available resources to protect them.
In particular, the foundation explained that this rule was enshrined and expanded by the Sanctuary Promise Act (HB 3265) in 2021. This law guarantees the safety and rights of immigrants and prohibits government agencies from inquiring about immigration status without a court order. It also protects immigrants' personal information. This means that local authorities cannot share information about citizenship or residency status with federal authorities.
Ukrainians who are already in the United States or who intend to apply for legalization are advised to check their immigration status or seek legal assistance. According to the Ukrainian Foundation, Ukrainian immigrants in Oregon have the right not to disclose their immigration status to local law enforcement, not to be questioned or investigated on immigration matters without a court order, and can also take legal action if their rights are violated.
The Ukrainian Foundation recommends that Ukrainians who have witnessed violations or experienced discrimination immediately contact the Sanctuary Promise hotline at 1-844-924-STAY or through the online portal.
In addition, free legal assistance is available to Ukrainians in Portland through the Office of Community & Civic Life in partnership with the Portland Community College Legal Resource Center. This support includes assistance with renewing documents for DACA participants, applying for work permits, conducting immigration legal screenings, and applying for re-entry to the U.S. These services are designed to remove barriers and help immigrants integrate into the local community.
