Reuters believes that the biggest delays in the delivery of U.S. arms to Ukraine were observed during the period when the U.S. Congress slowed the approval of $ 60 billion in military aid. However, the agency notes that this was also facilitated by internal debates about the risks of escalation with Russia and concerns about the adequacy of US arms stockpiles. Analysts point to the need for a clearer system of supply control between US agencies to avoid similar problems in the future.

In particular, analysts of the publication said that despite official statements, the actual amount of military aid was delayed, which could affect the country's ability to counter Russian aggression.
Thus, according to more than 40 Ukrainian and American sources, delays in deliveries continued even after Congress approved the allocation of funds for military aid in April 2024.
The agency's calculations show that from April to September 2024, the Biden administration approved an average of $558 million per month in military aid to Ukraine. After Donald Trump's election victory, that amount increased to $1.1 billion, but even that level of funding was in line with the monthly average for the first two years of full-scale war.
According to four Reuters sources, by November 2024 Ukraine had received only about half of the promised military aid from the US Army. Among other things, the country had received only 30% of the promised armored vehicles by early December.
A former senior official in the Biden administration, commenting on the situation for Reuters, denied that the aid was provided too slowly or in insufficient amounts. He stressed that without U.S. support, Russia could have seized even more Ukrainian territory.
The agency notes that the situation was complicated by an uncoordinated system of tracking supplies: different U.S. agencies interpreted even the fact of transferring weapons to Ukraine in different ways.
