Peace process between risks and demands: The West seeks a common approach

The United States is demanding that Europe build up its defense capabilities more quickly, while simultaneously conducting difficult negotiations to end the war. Russia is trying to use the differences between the allies to its advantage, threatening Europe and delaying the process. At this time, European leaders are emphasizing unity and the need to increase pressure on the Kremlin.

The United States is demanding that Europe increase NATO defense capabilities

The United States expects, that Europe will take over most of NATO's conventional defense capabilities by 2027. This became known after a meeting in Washington between Pentagon representatives and European delegations, where the American side expressed dissatisfaction with the progress after Russia's full-scale invasion of Ukraine. 

According to Reuters sources, the United States has warned that if the deadlines are not met, Washington may suspend participation in some coordination mechanisms. American officials stressed that this concerns non-nuclear capabilities, from personnel to equipment.

European delegations responded that the 2027 deadline is unrealistic, since replacing American capabilities requires not only money, but also time and production capabilities. In addition, a number of key US defense systems will be available only a few years after the order. 

A separate problem remains the delay in the production of weapons at European enterprises. Among other things, the US provides its allies with unique intelligence and surveillance data that cannot simply be bought, but which are critically important for Ukraine. At the same time, it is unclear whether the 2027 deadline reflects the official position of the Trump administration or individual officials.

Moldova and the US discussed Russia's war against Ukraine 

Washington hosted a meeting between Moldovan Foreign Minister Mihai Popsoi and US President's Special Envoy for Ukraine Keith Kellogg. The parties discussed the challenges facing Moldova, the military situation in Ukraine, and overall regional security. 

Popshoi stressed that Moldova stands for an early end to the war and for peace based on respect for the sovereignty and territorial integrity of Ukraine. He specifically emphasized that the country firmly stands by the Ukrainian people.

During the visit, Popshoi also met with the US Assistant Secretary of State for European and Eurasian Affairs Christopher Smith, with whom they discussed the bilateral agenda. The Moldovan minister was accompanied by Parliament Speaker Igor Grosu, and the visit itself will last until December 9. 

Popshoi informed his American partners about the reforms and initiatives to strengthen Moldova's resilience, which are being implemented with the support of strategic allies. All talks focused on coordinating efforts to counter Russian aggression and enhance regional security.

Macron calls for unity for peace in Ukraine

French President Emmanuel Macron, during a state visit to China, said that unity between Europeans and Americans is necessary to achieve lasting peace in Ukraine. He stressed that “we need the United States to achieve peace,” and at the same time, the United States needs the support of Europeans to make this peace stable. Macron also called Russia a country that does not want peace, so, in his opinion, the pressure on the Russian economy should only increase.

The French president said that there are currently no conditions that could bring Russia back to the negotiating table. That is why he advocates for continued military support for Ukraine and diplomatic efforts that prepare the ground for future peace. Macron also noted that he discussed these positions with Chinese President Xi Jinping and saw in him an interest in stability. The French leader’s statements come against the backdrop of ongoing Russian aggression and the need to maintain joint Western pressure on the Kremlin.

US National Security Strategy

The administration of U.S. President Donald Trump has released a new National Security Strategy, which sets a rapid end to the fighting in Ukraine as one of its key priorities. 

The document says it is necessary to stabilize European economies, prevent escalation, and further restore Ukraine as a viable state. The strategy emphasizes that the war has increased Europe's dependence on external sources, in particular China, as demonstrated by the example of German companies building processing plants abroad due to energy shortages.

The document also states that the United States disagrees with some European governments in their views on the prospects of the war and their readiness for reforms. Washington insists that Europe must change its development trajectory to become a stronger partner for the United States in global competition. 

A separate point stipulates a change in approach to NATO - in particular, the need to stop perceiving the Alliance as an organization that is "constantly expanding." The strategic document also emphasizes long-term changes in the composition of the Alliance and the need to maintain stability in relations with Russia.

Moscow talks between the US and Russia end without a breakthrough on peace

Moscow hosted a five-hour meeting between Putin and US envoys Steve Witkoff and Jared Kushner, but no agreement was reached on ending the war. 

Kremlin adviser Yuri Ushakov said the talks were “useful” and “constructive” but the issue of territory remains a key obstacle. Russia continues to demand the transfer of all of Donbas, while Ukrainian President Volodymyr Zelensky categorically rejects the loss of territories that Russia has failed to occupy in nearly four years of war. Putin accused Europe before the meeting of trying to sabotage US peace efforts.

The US plan, which has already been adjusted several times after criticism from Ukraine and Europe, includes a number of restrictions, including on the Ukrainian army and the prospects for joining NATO. Against this backdrop, European allies are increasingly concerned about the negotiation process, especially after leaks about its preparation. Kyiv insists that no deal can be acceptable without clear security guarantees and a fair settlement of the territorial issue. 

On the battlefield, Russia claimed to have captured Pokrovsk, but Ukrainian forces denied this, saying they were holding the north of the city and inflicting heavy losses on the enemy during fighting in the urban area.
