
In Washington, the American Coalition for Ukraine (ACU) sent joint letters to House Speaker Mike Johnson and House Minority Leader Hakeem Jeffries. ACU called on House leadership to schedule a vote on the bipartisan PEACE Act (H.R. 4346), which is designed to cut off russia’s critical financial “lifelines” and accelerate the transfer of immobilized russian state assets to Ukraine in accordance with existing U.S. law. The letters were signed by 20 coalition member organizations.

ACU emphasizes that the bill would sever russia’s financial channels and speed up the transfer of frozen russian state assets to support Ukraine.
On behalf of more than 45 American community organizations that make up the coalition, ACU appealed both to the House Minority Leader and the Speaker of the House.

On behalf of the member organizations of the American Coalition for Ukraine (ACU), which brings together over 45 U.S. civil society organizations in support of Ukraine, we urge House leadership to schedule a vote on the PEACE Act (H.R. 4346). The coalition strongly endorses this bipartisan legislation.
Vladimir Putin remains convinced that with support from China, Iran, and North Korea, as well as others that continue doing business with Russia, he will outlast Ukrainian resolve and ultimately emerge victorious. As long as Russia’s dictator has the funds for war, he will continue his war to conquer Ukraine. The bipartisan PEACE Act from Congressman Zach Nunn and Congressman Josh Gottheimer will change that.
First, the PEACE Act will enable the Treasury Department to stop foreign banks that fund Russia’s war machine from using the U.S. financial system. By forcing banks to choose between business with the United States or business with Russia, the PEACE Act will deprive Russia of financial lifelines.
Second, the PEACE Act will punish Putin by expediting the transfer of immobilized Russian state assets under current law to help Ukraine. By hitting Russia where it hurts, the PEACE Act is a critical tool for President Trump to force Putin to accept a just and durable peace deal. The legislation also permits the seized Russian funds to be used for defensive weapons and military equipment, much of which will be made or sourced in the United States.
Under the leadership of House Financial Services Committee Chairman French Hill, the PEACE Act passed in July by a resounding 53-1 vote, and now stands ready for an urgent floor vote.
With President Trump now voicing his support for congressional action on sanctions, the ACU strongly urges the House of Representatives to pass this legislation, which uses forfeited Russian funds — not U.S. taxpayer dollars — to help Ukraine defend its citizens and territory from Russia’s illegal war of aggression and terror.

In its statement, ACU emphasizes that “the letters were jointly signed by 20 ACU member organizations, demonstrating unified support across the nationwide advocacy network.” It also underscores the necessity of holding russia accountable for its aggression against Ukraine and ensuring financial consequences for its war.
As noted by ACU’s Head of Political Affairs, Oleksandr Krapivkin:
“The PEACE Act is a principled and urgently needed step to ensure that russia faces real consequences for its aggressive war,” said Oleksandr Krapivkin, Head of Political Affairs at ACU. “Unlocking these assets is not escalation — it is securing peace.”
